Penny Norton

Penny Norton MA FCIPR Dip CIPR Found. Chart. PR has wide-ranging experience of public relations and public affairs within property, construction and regeneration. 

Penny has worked with many leading developers including property companies, consultancies, commercial developers and both private and social housing clients. Clients include the Association of Leasehold Enfranchisement Practitioners, Blenheim Estate, Blenheim Strategic Partners, Bovis Homes, British Land, Broadgate Estates, Boyer, Carter Jonas, Capital Shopping Centres, CBRE, Chestertons, Crest Nicholson, Essential Living, Lanpro, Leaders Romans Group, Linden Homes, Mace, Network Housing Group, More London, O&H Properties, Sainsbury's, SOWN (shared ownership) and Three Sixty Space (BTR).  She has also worked with architects, interior designers, property lawyers and local authorities. 

Penny is the author of three books: Public Consultation and Community Involvement in Planning: a twenty-first century guide (Routledge 2017), Promoting Property: insight, experience and best practice (Routledge 2020), and Communicating Construction: insight, experience and best practice (Routledge 2021) and contributed a chapter on planning for an academic text book, Regulation of Extractive Industries (Routledge 2021). She has also written the first in a series of e-books People in Planning, commissioned by Bang the Table; contributed to a TCPA guide, People, Planning and Power and written e-learning courses on development planning and NSIP planning applications for The Consultation Institute, of which she is a senior associate.

In 2022 on behalf of Leaders Romans Group, Penny wrote a comprehensive white paper on the future Build to Rent, BTR suburban communities: the next stage in the evolution of Build to Rent.

 Prior to setting up PNPR, Penny worked for a variety of London-based PR consultancies, rising from Account Executive at PPS to Senior Account Director at TTA (a subsidiary of Chime plc).

 Penny has a masters qualification in administration and a postgraduate diploma in PR. She is a Fellow of the Chartered Institute of Public Relations and founded the CIPR's Construction and Property Special Interest Group.

Gemma Else

Gemma is an accomplished marketeer and PR consultant with extensive experience across multiple sectors. She excels at crafting strategic narratives that align with key trends, resonate with diverse audiences, and position businesses as industry leaders. With expertise in developing brand identities, driving thought leadership, and leveraging PR, Gemma has successfully led projects that focus on lifestyle, community and sustainability, delivering measurable impact, industry recognition, and increased market demand.

 

Gemma has spearheaded campaigns that focus on building brand authority, leveraging media opportunities, and promoting core values. Notably, her work with Blenheim included positioning its newly formed property division as a values-driven leader within the industry, combining a community-first approach with award-winning outcomes, and shaping meaningful narratives that drive both engagement and tangible results.

In her current work with LRG, Gemma manages a number of divisions including the wider group communications, group lettings and block management, delivering initiatives that enhance operational and strategic goals. She works closely with senior directors, writing insightful thought leadership, producing the Group's quarterly lettings report and devising communication strategies.

 

Gemma leads crisis PR for LRG, ensuring the Group's reputation is protected during challenging situations. She develops clear and strategic communication plans, working closely with senior leaders to deliver timely, consistent, and transparent messaging.

Gemma's commitment to the property sector extends beyond her professional roles. She serves as Co-Chair of the Home Engagement Council, working alongside The Lettings Industry Council as part of the Home Buying and Selling Council with Kate Faulkner OBE. This role allows her to influence and contribute to national initiatives, shaping policy and driving positive change in the lettings industry across England, Wales, and Scotland.

Rebecca-Kemp

Rebecca Kemp

Rebecca Kemp is a versatile copywriter and communications specialist with a creative foundation rooted in art and design. Her background spans fashion, pharmaceuticals, and precision industries before she found her natural home in construction, property, and planning, sectors where accuracy and compelling storytelling go hand in hand.

For nearly a decade, she worked as an editor in the construction and architecture field, often running three publications simultaneously — FC&A Magazine, PSBJ and iBuild — and gaining hands-on experience across webinars, roundtables and industry events. During this time, she interviewed leading figures, including Kevin McCloud and Charlie Luxton, building strong relationships that she still holds today and an instinct for what makes a story land.

Now, Rebecca serves clients across a broad range of industries, from construction and property through to science and health and wellness. Her ability to move fluidly between sectors — understanding their nuances and adapting her tone accordingly — has earned her a reputation as a reliable all-rounder, known for both her speed and range.

At PNPR, she supports several key accounts. For Carter Jonas, she produces press releases and media content; for LRG, her work spans press releases, thought leadership, comment pieces and contributions to the Group Sales Report, including involvement in its launch. She also liaises directly with national property journalists at titles including The Guardian and The Times, pitching stories and sourcing property recommendations.

With a personal network steeped in the built environment — from project managers and architects to planners and builders — she brings not only professional expertise but a genuine enthusiasm for the world of property and design.

Penny works alongside a team of consultants who specialise in specific areas of the property sector and provide expertise spanning a range of services including media relations, online communications, crisis management, marketing, thought leadership and web development.
